NOA Appoints Adamu Umar Sarkinyara as Acting Bauchi State Director

The National Orientation Agency (NOA), Bauchi State Directorate, has announced the appointment of Mr. Adamu Umar Sarkinyara as its Acting State Director.

A statement issued by the management of the Bauchi State Directorate described Sarkinyara as a seasoned administrator, professional accountant, and development strategist with more than 25 years of experience in public service.

Before his appointment, he served as Deputy Director at the Bauchi State Directorate of the agency, a position he attained following his promotion in 2022.
According to the statement, Sarkinyara possesses an impressive academic background.

He earned a Master of Science (M.Sc.) in Entrepreneurship from the National Open University of Nigeria in 2024, a Master of Entrepreneurship and Business Development (MEBD) from Abubakar Tafawa Balewa University (ATBU), Bauchi, in 2016, and a Master of Business Administration (MBA) in Finance from the same institution in 2012.

He also holds a Bachelor of Science (B.Sc.) in Accounting from Ahmadu Bello University, Zaria, obtained in 1995.

In addition, he is professionally certified in financial management, including Advanced Financial Management (AFM) from the Administrative Staff College of Nigeria (ASCON), and is a member of the Association of National Accountants of Nigeria (ANAN).

The statement highlighted his steady career progression within the Federal Civil Service. Sarkinyara joined the National Orientation Agency as an Accounts Officer II on August 1, 2000, and rose through the ranks to become Senior Accountant in 2007, Principal Accountant in 2010, Chief Accountant in 2016, Head of Finance and Accounts in 2018, Assistant Director of Finance in 2019, and Deputy Director in 2022 before assuming his current role as Acting State Director.

Prior to joining the Federal Civil Service, he worked as a Senior Legislative Aide at the National Assembly, Abuja, between 1999 and 2000, Area Sales Accountant at A.C.O. Ventures, Abuja, from 1996 to 1999, and Budget and Planning Officer at Akinyele Local Government Area in Oyo State during his National Youth Service Corps (NYSC) programme in 1995.

The management further noted that Sarkinyara is an accomplished researcher with several academic publications to his credit.

His research has focused on entrepreneurial development and small-scale businesses, information technology investment and service industry performance, financial inclusion, and crowdfunding awareness in Bauchi State.

His works have been published in reputable academic journals, including those affiliated with Bingham University and Nasarawa State University, among others.

Over the years, Sarkin Yara has participated in numerous professional development programmes, including Advanced Financial Management at ASCON, Lagos, in 2017; Project Management, Conflict Resolution, and Logistics Training in 2023; and the International Executive Diploma in Organizational Management in 2025.

He has also attended several United Nations Development Programme (UNDP) trainings on International Public Sector Accounting Standards (IPSAS) and financial control.

In addition, he served as a Master Trainer for the Federal Ministry of Humanitarian Affairs under the Government Enterprise and Empowerment Programme (GEEP).
Entrepreneurship and Community Service
Beyond his public service career, Sarkinyara is actively involved in entrepreneurship and community development.

He is the Managing Director and Chief Executive Officer of Mega Farm Solutions Limited, National Chairman of Nagari Multipurpose Cooperative Society Limited, and Chairman of the Agriculture Digitalization Training Institute, among other leadership roles.
His contributions to community development earned him the traditional title of Danmasanin Wajan Bauchi in 2018.

He has also served as Adviser on Development to the Chief of Waja Bauchi and has held various leadership positions in Waja student and community associations.

Stakeholders have described Sarkinyara’s appointment as a fitting choice, expressing confidence that his wealth of experience in public administration, finance, entrepreneurship, and community engagement will further strengthen the National Orientation Agency’s mandate of promoting value reorientation, civic responsibility, and national development in Bauchi State.
